A member of the Philippine Bar with approximately 20 years legal and policy experience, particularly in tax, corporate, investments and trade law, energy and environmental law, competition law and policy, and public policy.

Ms. Lynn Barcenas is presently a partner at Barcenas Barcenas & Partners Law Offices. In addition to her legal practice, she provides technical advice and assistance to various reform initiatives of the government, and related research projects, through among others, the World Bank Group (WBG), Organisation for Economic Cooperation and Development (OECD), and Asia-Pacific Economic Cooperation (APEC). Reform areas include trade facilitation, competitiveness, investment policy, competition, international trade, logistics and ICT. She was also formerly the Associate Director of the Asian Institute of Management Policy Center (now the AIM Rizalino S. Navarro Policy Center for Competitiveness) where she worked on public policy and managed or supervised policy projects of the Center, including on competitiveness, competition and energy.

Ms. Lynn Barcenas is a senior lecturer in Taxation at the University of the Philippines, College of Law, and formerly a professorial lecturer in International Economic Law at the Ateneo de Manila University School of Law, teaching competition law and regional economic integration. She has also published policy/discussion papers, articles and researched on international trade, investments, trade and environment, and competition law and policy.

Ms. Lynn Barcenas has a Master of Arts in Law and Diplomacy (MALD) degree (International Trade, Investments and Environmental Law and Policy) from the Fletcher School, Tufts University, Medford, MA; a Bachelor of Laws degree from the University of the Philippines, College of Law; and a Bachelor of Science in Commerce degree from the University of Nueva Caceres, graduating cum laude.
